Black votes

Comment to an article about Moon Landrieu's appeal to black voters in the mayoral runoff in 1969:

Despite all the black votes, who come so many are still living in poverty? Sounds like the same situation in the Federal government. No government is going to solve that problem with our tax $$. The people have to want to work for a living, not take from birth to the grave.
Just to parse the odd construction, I think that Daypast's proposition is that black people are still living in poverty, notwithstanding their votes for Moon Landrieu, because they don't want to work for a living and all they do is take, take, take.
